Stephen’s contribution to strategic planning projects is built on his combination of key skills: a background in academic research and policy development (including PhD-honed research ability); experience in statutory drafting gained at local and state government; and extensive coal-face statutory planning experience.
This unique combination makes him particularly suited to bridging gaps between policy intent and practical implementation. Many strategic projects struggle when it comes to the planning scheme expression, and therefore fail to get the desired outcomes through planning permit processes. Improving these outcomes is a key focus of Stephen’s advocacy and professional practice.
In particular, Stephen can provide targeted support and peer review to councils’ in-house strategic planners. This includes drawing on his statutory planning and drafting experience to ensure scheme provisions are as robust as possible, and utilising his academic and policy background to contribute to policy review.
